In its continuous effort to create new efficiencies, Denver’s Department of Transportation and Infrastructure (DOTI) identified the need for a more adaptable Residential Parking Permit (RPP) system. Traditionally, Denver’s Annual Residential Parking Permit program had fixed start and end dates, usually with renewal periods of up to months. This annual permit structure meant that residents applying outside their area’s designated renewal window could be issued a permit for a portion of the year and possibly had to renew permits after just a few months. This process was inconvenient for residents who repeatedly had to apply for a parking permit and created more work for City staff. To address this issue, Denver partnered with Passport to implement a flexible, more user-friendly Residential Parking Permit option known as rolling permits.
Rolling permits operate on a countdown basis, where the duration starts ticking from the moment of activation rather than from a fixed start date. This flexibility allows permit holders to experience a full year’s value once permit privileges are activated, eliminating the constraints associated with unused permit days.
The transition to rolling permits has also eliminated renewal windows for Denver. Now, the City experiences a more controlled and consistent flow of requests that, over time, will allow for increased efficiency and a more consistent review and approval timeline.
With Passport, the City & County of Denver seamlessly integrated the rolling permit system into its existing parking management infrastructure. Users purchase permits via a user-friendly online interface powered by Passport, which also provides backend management tools for city administrators.
